I don't know what's up with the Ultraman on the award (apparently the ceremony was in Yokohama?) but it looks supercool.

The Hugo award consists of the rocket ship ever year, with varying bases. Pictures of past Hugos here.
What Joshua said. Every year's Worldcon committee gets to design their own base, as long as it incorporates the rocket. This year's Worldcon in Japan elected for a design incorporating Ultraman flanking the trophy in the foreground with Mt. Fuji in the background.
